Price label accuracy rate
Price label accuracy rate is the share of checked shelf labels that match the till price and meet mandatory label requirements, tracked by store and day.
Also calledshelf-to-till price accuracy, price accuracy rate, shelf label accuracy, label compliance rate
Formula
Compliant label checks ÷ Total label checks × 100- Compliant label checks
- Labels whose shelf price equals the till price and whose mandatory fields (price including all taxes, unit price, place of production) are complete
- Total label checks
- All products whose price changed, plus a random sample of other products

How to read it, and what good looks like
According to the Turkish Ministry of Trade's guidance on price labels, when the shelf and till prices differ, the lower price, which favours the consumer, applies. If the gap works against the till, margin is lost; if it works in the till's favour, it creates consumer complaints and the risk of an administrative fine. Either way, non-compliance is a cost.
Inspection figures show how much weight the rule carries: in the first half of 2023 the Ministry of Trade inspected 584,953 products at 25,409 businesses and fined 15,894 non-compliant products a total of ₺14,991,883. The non-compliant share calculated from those figures is about 2.7 per cent. The inspectors' sample differs from a retailer's own checking method, but it shows how often inspections find breaches in practice.
The critical day for the rate is price-change day. Under high inflation the weekly load of price changes grows; electronic shelf labels remove the print-and-hang step. Migros had electronic shelf labels in 816 stores at the end of 2025. Checks cover every product whose price changed plus a random sample of the rest, and the two rates are reported separately.
| Context | Value | Note |
|---|---|---|
| Ministry of Trade price label inspections, non-compliant share (calculated from the source figures) | About 2.7% (15,894 ÷ 584,953) | H1 2023 |
| Migros, stores using electronic shelf labels | 816 | End of 2025, Migros integrated annual report |
Where it misleads
- Checking only products whose price changed: an old label that fell off or a label hung on the wrong shelf is missed; a random sample is also taken.
- Skipping unit price and place of production: even if the price matches, a missing mandatory field makes the label non-compliant.
- Keeping checks on paper: if results are not entered into the system, no task is opened for the non-compliant label and stores cannot be compared.
- Showing the wrong previous price on a discount label: the previous price is the lowest of the last 10 days in the same sales channel (in store since 11.10.2025, online since 01.08.2026).
Data you need
- List of products with a price change (date and new price)
- Shelf-label scan record from the handheld terminal
- Till price table
- At least 10 days of price history per product (for discount labels)

Frequently asked questions
- How is price label accuracy measured?
- Shelf labels for every product whose price changed, plus a random sample of other products, are scanned with a handheld and compared with the till price and the mandatory fields. Compliant checks are divided by total checks. 1,164 compliant labels out of 1,200 checks give a 97.0 per cent accuracy rate; the 36 non-compliant labels become correction tasks the same day.
- How many breaches do price label inspections find in Turkey?
- In the first half of 2023 the Ministry of Trade inspected the labels of 584,953 products at 25,409 businesses and fined 15,894 non-compliant products a total of ₺14,991,883. The non-compliant share calculated from those figures is about 2.7 per cent. A store's own daily check is there to find the same breaches before an inspector does.
